External Interface problem

I have an IBM Aptiva with XP Pro and an Aureal Vortex card. In order to use
the MPU-401 MIDI interface (connected thru the game port) the MIDI equipment
has to be powered on before the computer is started or else it doesn't work.
In other words, if the computer is on and running, and the external MIDI
gear isn't, when I turn the MIDI gear on I have to restart the computer
before I can play anything. Everything then works fine.
Does anyone have a similar experience, or an idea as to what the problem is?
