When you buy a professional sound card with an ASIO driver, your latency will be decreased drastically in Cubase. And the sound quality will be improved too.
The fact is that when using an ASIO driver, the communication between Cubase and the sound card is more direct. It doesn't pass through a lot of Windows components.
I don't think that your AC97 has ASIO drivers, because it's not a professional sound card.
