do sound cards improve latency?

I have a 1.8 Ghz athlon chip with half a meg of 333ddr ram
I have worried about performance issues with my computer before but the shop just says ~" its fine ".
I dont have bad latency on the soft synths when they are used outside cubase
I only have on board sound " AC97 "
can this affect latency.
I have tried another forum but got no result
please help!!!!!!!!
