As for sequencing and recording. You should be able to buy Cakewalk metro for around $150.00 US. This will give you sequencing and recording
capabilities. Beyond that you'll need a library of midi sounds. This can be a sampler, module or software. One of the cheapest ways to get started is
the Roland VSC MP1 software. This gives you a midi player and 600 sounds.
As for Finale this is a scoring program. You don't need to spend that kind of money unless you want
to print out pro looking scores. Cakewalk should provide you with all the scoring you need.
