Do the WDM soundcard drivers work to better negate latency?

Supposedly, most soundcards (I use a philips rhythmic edge) have the newer WDM drivers available, but they only work right under at least win2k? (they wreaked havoc on my 98) Do these (better?) drivers help fight the problem of latency between keyboard and comp?
p.s.- I hate latency, and I hate midi and the cursed general midi standard... but working with a computer and sequencing progs, I don't have any other choice it seems. Someone please rework this 2 decade old format!
