ASIO complete mystery !

I am using SBLive with APS ASIO drivers.
The softsynths (vsti, retro..) that i use will only work reliably at latencies over 20Ms even though the ASIO control panel allows me to get 7Ms.
Will any other good ASIO soundcard help me play at lower latencies without glitches ?
