Here are the things I know of that could particulatrly affect volume:

Master volume slider
How 'hot' the samples are

Program settings, like:
program volume
filter settings
envelopes
(other modulations like mod matrix and LFOs etc)

Since you tweaked the master volume and you can't change the samples, I'd start to look at the program settings, that's what that manual page you mentioned was talking about. Let us know impressions of this card as you get a feel for it.
