I took one of the B-3 patches I liked(I think it was in the keyboard extra patches set), got rid of the distortion effects and applied only the leslie effect. I used the fast leslie setting(the effects only allow for fast or slow without speed control), set the default to on and used the mod wheel to turn it off when it is in the up position. By pulling the mod wheel down, I trigger the leslie effect, which ramps up to full spedd when turned on and down to nothing when turned off. I'm sure you could assign the on/off function to your pedal. But you will never get true speed control on the leslie effect built into the QS--it just is not there.
I found the manual quite helpful in getting through this setup. There are also some pointers about programming elsewhere on this site you may also find useful.
