You might be able to do a page of HTML that links to some MIDI Files with setup info in them. Neither is ideal for what you want.

I may be missing something but I am thinking that what you are asking for is a way to pull all the sounds for a song up at one time?
If this is all you want to do? Just create the settings in mix mode and save them as sysex.You can off load with Freeloader.
Or if you need to you can build the programs on any sequencer as program changes and send them at the beginning of a song.I usually leave the first measure of a song blank so I can put in Program changes and Controller values in before the song starts.
If you are not sequencing you can at least use the sequencer to load the data you need.You can even put them on blank Flash Ram so they are in your synth for easy loading.
