Put your QS in PROG (not MIX) mode, and have the pedal plugged into the SUSTAIN jack on the QS before turning it on.
Choose Prog 00 from Bank 1 (should be a piano), hold the pedal and hit some keys.
If the sound is NOT sustaining longer than without pedal, something's wrong, most propably the pedal.
You may try to put some guitar-cable (with the same 6.3mm plug) into the QS's SUSTAIN jack and connect the tip on the other jack with the rest of the jack's metal with some paperclip or other wire (a decent synth like the QS should survive this kind of light mistreatment)
If shorting the ends turns on and off the sustain effect, then your pedal is dead.
Maybe try another footswitch also, just to be on the safe side.
