If I remember right a low setting like 30 restricts the range of key velocities you will transmit. Instead of transmitting values from 0 to 127, velocities below (say) 30 will be rounded up to 30 and velocities above 100 will be rounded down. So it either restricts the dynamic range with which you can play the instrument or it narrows the range of real key velocities that give you the patch's full dynamic range, depending on how the patches are programmed.

You might test in your sequencer what values you can send to be sure, but I use a global key sensitivity setting of 75 and that feels like it gives me a full range of transmission values. I program my piano patches so that the filter opens at what feels like the right rate at such a setting; you do want to tune your patches for your preferred key sensitivity.
