Try multiplying the bank number you want by 128.
So use bank numbers 0, 128, 256, 384, and 512 for banks 0, 1, 2, 3, and 4.

Also note that Cubase numbers programs from 1-128
instead of 0-127 (so I am told - I haven't tried it.)
