1 - you can't easily. You can use the track generator to simulate an arp, but it's a pain.
2 - You can't just set the sliders to the cc's corresponding to rate and portamento on/off. The qs doesn't work that way. This just assigns what cc's the sliders send. I think this is what you tried to do.
In the mod matrix you have to assign port time to either controllers A,B,C,D and then use the sliders. I'm not sure if it will work for port on/off.
