Yes you can. It's just a little tricky. Depending how you set it up, cakewalk will either change mixes, change programs within the mix, or both.
MIDI Program Select (Global Settings) (On/Off/1-16)
Read the manual. If you're MIX mode, setting it to ON will change the programs in the mix. Setting to 1 through 16 will allow you to change mixes by sending program changes in that channel. Prog changes received in other channels will change the programs in the mix but not the mix itself.
In MIX mode you can also select wether each channel will reach to messages received on the mix channel.
