You may have just answered your own question. If you had the User Bank stocked with your own original/modified programs, they've gone poof, and you'll have to redo them from scratch. That is, unless you backed them up somehow, via MIDI into your computer, or onto an SRAM card, but it doesn't sound as if you did.
Now, if all you lost was the factory -issued User Bank, that's easy. All you need to do is copy that particular bank's Sys-Ex file off the CD that came with your synth, or download it from Alesis' site, and use a Sys-Ex player like Freeloader to load it back into your User Bank.
