Do the following: in your windows mixer, enable the mixer input and scream. If the bars move up, than it's a Cakewalk setup issue. Also, you can try to record on a common software, which comes with any soundcard, and check if it rocks. If it does, it's again a Cake issue, if not, than it's a windows/mic/soundcard problem.
