Cheapest way to go MIDI

Well, I have just realized the awesomeness of MIDI software and hardware, and well I am looking for the cheapest way to do this kind of thing.
I guess I should say, in order to start making decent music, what would be the best software/hardware to get? (IE, Reason 3.0 and a MIDI controller?)
I am trying to stay on a relatively cheap budget, but I don't think that is possible.
