The best bet is to contact one of the many organ builders. Most of them offer MIDI organs, and you
can probably order the pedalboard separately. It will not be cheap...
The only pedals you'll find in stores are either 13 or 17 note. Roland used to make the PK-25,
try to find a used one if 25 note is enough.
