MIDI hook up

Does the MIDI keyboard have to be hooked up to make a program recongnize the output device. I have installed cakewalk Music creator, but when I click on Microsoft MIDI mapper, it keeps asking me to choose MIDI output. Takes me in circle. Just curious if the keyboard has to be hooked up even to use the tutorials.
