QS-8 no respond to MIDI pan message

Perhaps a ridiculous question: I'm trying to pan my MIDI tracks in VST, which appears to work at the software end, but nothing happens at the QS-8 end. As far as I can tell, all the MIDI "mode" settings are correct.
Is the QS-8 even able to respond to all dynamic controllers? What makes me ask this that is that with respect to "pan", individual patches in a mix can be allocated a value of -3 to +3 and are usually defaulted to 0. Does this override any controller 10 messages sent to the QS??
