Any MIDI sequencer can do that (there are free ones such as Jazz++, though I haven't used it myself) - see http://www.jazzware.com/
If you like, feel free to email me the midi file you want to edit down, tell me which bits you want, and whether e.g. you'd like to fade it in or out, and I'll gladly do the editing for you - it's a very quick and easy job in Cakewalk, which is the sequencer I use.
