I can't think of a way of automating this - it'd have to be done by ear. In any old sequencing software, play around the with main volume (controller 7) setting for each track - assuming the sequencer doesn't use controller 7 to vary the volume within a track at all.
Or a utility like gnmidi (http://www2.iicm.edu/Cpub) should be able to modify the overall volume for you.
