Pitch Bend Sensitivity - How to find if sound card supports it

I am writing programs to create MIDI files which alter pitch bend sensitivity, but it does not work with all sound cards. In some cards it works with one particular driver. Is there a way to query the sound card to find out which driver/device supports pitch bend sensitivity? Can someone please help?
